President Biden is back with his old chestnut that “The second amendment is not absolute.” He often bolsters it with the falsehood that a person could not own a cannon when the second amendment was enacted. President Biden wants to impose firearms bans and other restrictions. He has little regard for anything, including constitutional amendments, that frustrate those ambitions. But does he mean to say that the second amendment is subject to limitations to be defined at political will? And when he has said, more broadly, that no constitutional amendment is absolute, does he mean to suggest that all are subject to limitations to be defined at political will?
